Expert Stakeholder Group Meeting on the Welfare of Horses
The European Commission held its first ever equine expert meeting in Brussels on 7th May 2014. The meeting gathered experts from across European Member States to explore the state of play on equine welfare across Europe and the role of regulation. Professor Tim Morris gave the view of the racing industry on behalf of the European and Mediterranean Horseracing Federation.

A Commission of Inquiry been set up to look into all aspects of horse racing in Mauritius. Professor Tim Morris has been engaged as Expert Advisor (Veterinary).

The Irish Greyhound Board (IGB), responsible for the promotion and regulation of greyhound racing in Ireland, has launched a Review into Anti-Doping and Medication Control to allow the IGB to consider modifications to legislation, practices and policies; assess whether any improvements can be made to the current structures that are in place and; ensure that the IGB is at forefront of the industry, in line with the best international standards.
The IGB has commissioned leading Veterinary Surgeon, Professor Tim Morris, to lead the Review, He is currently Independent Scientific Adviser to the Greyhound Board of Great Britain on Anti-doping and Medication; he recently published a review article on medication and doping control, “Forensic Aspects of Horseracing”, in the internationally recognised Wiley Encyclopaedia of Forensic Science; and he is currently advising a Commission in Mauritius, looking into all aspects of horse racing, including doping and medication control. The 2015 National Equine Forum included a panel of Chief Veterinary Officers (CVOs) who explored equine health and welfare in today’s rapidly changing world, debating the hot topics of flygrazing, the tripartite agreement, the management of equine health, passports, horse meat and livery yard licensing. Chaired by Roly Owers, Chief Executive of World Horse Welfare, this panel comprised Professor Tim Morris of the Animal Health and Welfare Board for England, Robert Huey, CVO for Northern Ireland, Sheila Voas, CVO for Scotland and Professor Jo Price from the Wales Animal Health and Welfare Framework.

Professor Tim Morris has been re-accredited for Diplomate status by the European College of Laboratory Animal Medicine (ECLAM). Such European Veterinary Specialist™ status based on a specialist diploma being awarded by one of the 25 recognised veterinary specialist colleges following the completion of rigorous postgraduate training, education, and examinations. In addition, European Veterinary Specialists™ are required to demonstrate every 5-years that they still satisfy the criteria for specialist status. Professor Morris was founder President of ECLAM.

For many organisations in Australia, the use of animals in research is something they are keen to keep out of the media. The presence of animal research facilities on site is often a closely guarded secret. But controversy around live animal exports, and more recently the greyhound live baiting scandal, highlights that animal welfare is a topic of high media interest that could flare up at any moment. It just needs the right trigger. Professor Tim Morris from the School of Veterinary Medicine and Science at the University of Nottingham, UK provided an online briefing, for around 25 researchers and communications professionals around Australia, with expert advice around communicating this challenging issue.

Is there still a place for animals in scientific research? Animal activists in Australia are calling for scientists to stop the use of non- human primates as laboratory animals and suggest use of alternative technologies. But, for some elements of scientific research the use of laboratory animals is still necessary and the application of the 3R’s strategy - Replacement, Reduction and Refinement - provides a systematic framework to achieve the goal of humane experimental techniques. Veterinary Continuous Education in Europe develops standards for structured continuing veterinary professional development and mutual recognition across Europe. The VETCEE Board has unanimously approved the Dossier of Competences for VETCEE accredited Laboratory Animal Science and Medicine Programs as developed by a working group chaired by Professor Tim Morris on behalf of ECLAM, ESLAV and EVERI.
